Overview
Established by Randall & Verna Noper. Randall was an active TRF businessman, and Verna, a nurse. As a continuing memory, Randall established the Randall Noper Charitable Trust to help fund projects and needs in the community. To a Nursing student at the TRF campus. No other qualifications.

Applicant must be a student at the Thief River Falls campus
